FRANKLIN — Matt Abshear believes his Franklin High School girls basketball program is on the rise, though he concedes it’s a slow rise.

The Wildcats were 5-18 in his first year at the helm in 2022-23, and they haven’t had a winning season since 2018-19. The last four years
