CARLISLE — Tony Phillips likes the fact that his Carlisle High School girls basketball program is building tradition. That’s bolstering his confidence as the Indians approach the 2021-22 season.

“We have basically two returning varsity players. The rest is new,” said Phillips, starting his fourth year at the CHS helm
